The goal of the thesis is to analyse the issue of e-government in the Czech republic and its impact on private sector. It both describes the current situation and searches for new opportunities to enhance and modify the system. Budiš Petr, Ph.D. Abstract: In the present work we try to digestedly describe standard hash functions, in particular MD-5, SHA-1 and SHA-2. We describe resume of existing attacks on these hash functions. We closely focused on MD-5 collision attacks, because the other hash function collision attacks result from these. Next we describe posibilities of practical usage of hash function collisions, in particular into the qualified certificates area and possible threats. At the end to the present work we describe new hash functions, which could replace current hash functions. This work also contains software to calculate MD-5 hash and search it`s collisions. The software is based on method invented by Czech cryptoanalytist Vlastimil Klíma. Keywords: hash function, collision, qualified certificate, security.

Electronic Legal Transaction: Comparative analysis with emphasis on the use of electronic signature under the EU law and laws of the Czech Republic and Germany Abstract (English) Objectives. This thesis provides a comparative analysis of electronic legal transactions under the EU law and laws of the Czech Republic and Germany, while emphasising the utilisation of higher versions of electronic signature, especially of a qualified electronic signature, which has legal effects of a handwritten signature in legal transactions performed by electronic means (Chapters 6 to 10). At the same time, increased attention is also paid to entirely novel concepts of advanced and qualified electronic seal, which are intended exclusively for use by juristic persons. The laws under scrutiny are based especially on recently adopted Regulation (EU) No 910/2014, known as eIDAS. To provide a general background, the comparative analysis is preceded by a theoretical part (Chapters 2 to 4, partially Chapter 5), dealing with the concept of legal transactions (also termed "legal acts" or "legal action") in general, while also focusing on the traditional handwritten signature and its functions, especially in view of the German and Czech legal doctrines and with occasional references to common law, as well as to requirements ensuing...

Electronic identification of persons in private law relationships Abstract This diploma thesis deals with the topic of electronic identification of persons in private law relationships. It defines all types of electronic identifiers, which can be used in private law relationships by both legal entities and so natural persons. This paper summarizes the young and not for long used legislations. This legislation is not often used in practice and for that reason it has the only commentary. The case law for this problematics is also lacking and that is why it could not be used as one of the sources, despite that it is in many cases one of the most used and valuable sources. This thesis analyses not only the legal aspects of the electronic identification, but also the technological aspects, which it tries to explain even to the readers, who can be absolutely untouched by the world of information technology. At the same time this diploma thesis provides instructions for potential users of instruments of electronic identification, who can be distrustful and insecure of its first time user experience. The minor part of this thesis deals with the history of electronic identification.
